Subject: Opposition to New Data Centre Developments in Mississauga


Dear Members of Council,


I am a resident of ______ and am writing to formally submit my opposition to the development of new data centres in our area, including the data centre proposed by Prologis for 7564 Tenth Line West (OZ 25-21 W9). I request that this letter be distributed to all members of the council and be included in the public record.

I support Councillor Tedjo, Damerla, Reid, and McFadden from Ward 2, 7, 9, and 10 in their efforts to advance a one‑year moratorium on new data centres in Mississauga. We must implement clear, strict zoning and development regulations tailored to data centres. Third-party assessments and municipal supervision/management initiatives must also be prioritized to ensure that property owners and colocation customers do not deviate from or exceed preliminary estimates, guarantees, and agreements.

Regulations for data centre applications must consider the following: proximity to high-traffic, residential, and conservation areas; energy demand, grid capacity, and utility cost mitigation (i.e. capacity auctions and residential pricing); colocation restrictions, requirements, and management; e
mission concentration levels and overall output; water consumption, pollutants, and wastewater management; noise duration, volume, and frequency; localized heat fluctuations (i.e. the "heat island effect"); the duration and impact of water/energy consumption and emission concentration increases during peak demand, emergencies, and extreme temperatures (i.e. below -30°C and above 30°C); and health/environmental consequences associated with noise, water, emissions, and heat concerns.

Regardless of the future regulatory framework, I urge the council to reject the 220,000-square-foot data centre proposed by Prologis for 7564 Tenth Line West. Given its proximity to residential neighbourhoods, councillors who support this data centre would be disregarding the well‑being of Meadowvale residents, given the well‑documented health, environmental, and infrastructure issues that communities around the world experience near new large‑scale AI data centres.

Based on available documentation and Prologis’ claims, there is insufficient information available to guarantee the safety of your constituents:


Employment:

Prologis’ estimates for long-term employment are 75 - just half the number of employees dedicated to a warehouse of the same size. “Job creation” is not a satisfactory justification for this land use.

Emissions:  
There is no detailed air-quality assessment provided by Prologis, including during peak demand, emergencies, and extreme temperatures (i.e. below -30°C and above 30°C).

Water Consumption and Heat:  
Prologis stated at Town Hall that the facility will require 275,000 L on launch, with a supplementary 2000 L/day for humidification and employee facilities (daily use would be comparable to manufacturing facilities). However, there appears to be little public documentation detailing these requirements; the Functional Servicing report is lacking information, with estimates calculated based on employee count (approximately 50 employees, below the stated 75) rather than on equipment requirements.
Prologis claims it will use a closed-loop system. Generally, these systems use considerably less water than other cooling methods by recirculating water through the facility and rejecting heat to the outside air. Unfortunately, closed-loop systems still carry significant risks that must be investigated prior to approval: microclimate impacts and contaminated water systems. Municipal wastewater facilities may become overloaded during repairs (leading to contaminated drinking water), and valves may leak, potentially contaminating groundwater, the Lisgar Meadow Brook, and storm drains. The chemicals used to maintain this system must be detailed to properly assess environmental and residential harm.
There are no documents available that adequately assess the risks associated with closed-loop systems, nor water consumption relative to anticipated energy capacity (including future demand increases and refills following repairs, emergencies, or leaks). Heat rejection and microclimate impacts related to closed-loop cooling systems have also not been evaluated. 
Energy Consumption:  
Electrical Infrastructure and power demand are largely undisclosed. Prologis has claimed the facility will operate at 35MW at peak capacity and will operate as an AI colocation facility; however, their energy demands have not been detailed in planning documents.
Prologis' Floor Plan documents appear to indicate that 7750 square metres will be dedicated to housing data rack units. At an average of one rack unit per 2.79 square metres and 20-100kw per AI colocation rack, Prologis’ energy requirements are likely to increase with customer demand. Their facility has the potential to easily house upwards of 100+MW - as much as 100,000 households.
One cannot rely on their conservative estimates to assess the data centre’s long-term impact on our power grid, nor on residential utility prices following capacity auctions.

Noise:  
The noise impact study provided does not consider the duration or frequency of the sounds emitted by the facility, which affect residential and animal well-being, as evidenced by testimony abroad. The study fails to meet the MECP NPC-300 sound level criteria and does not appear to evaluate low-frequency noise, tonal noise, vibration, cumulative equipment operation, future residential receptors, or outdoor amenity areas.

Learning from testimony and research abroad, the risks associated with this project are not worth the sacrifice to our community. Prologis’ 14-generator project will be among the first large AI data centres in Canada, with the potential to scale operations. As such, it will pose significant health and environmental risks, with the potential to severely impact our energy grids, wastewater facilities, wildlife, and our most vulnerable citizens at a scale unlike any other data centre currently operating in the GTA.

It is vital that council members exercise due diligence and consider the well-being of their constituents. Please review the following articles as an initial reference point, and consider whether the documented impacts reflect the future you want for Meadowvale and Mississauga:
